Notes

This tutorial uses a public template I copied from one originally created by Google.  Using the "Manage site" section of the toolbar, I modified the theming and logo to match that of ACTVF and then published the site again as a template, which I made publicly available using my regular Gmail account. (It turns out that Google Apps EDU accounts aren't allowed to contribute to the public template gallery, though they can publish to their domain's gallery!)

Import a Google Site into Desire2Learn
Though imperfect, there's an open source tool called Google Sites Liberation that will export all the HTML content and files from a Google Site into a hierarchical web folder. Zip this folder, upload it to course files, and push it out as content!
